Summary/ Objective:

The Payroll Manager oversees the end-to-end payroll function to ensure accurate, timely, and compliant payroll processing for all employees. This role manages payroll operations, systems, and staff while ensuring adherence to federal, state, and local regulations. The Payroll Manager partners closely with Finance, HR, and leadership to support compensation accuracy, reporting needs, and process improvements.

Essential Functions:

Payroll Processing & Compliance

  • Manage and execute full-cycle payroll processing (weekly, biweekly).
  • Ensure payroll accuracy including wages, salaries, bonuses, commissions, overtime, and deductions.
  • Maintain compliance with federal, state, and local payroll laws, wage & hour regulations, and tax requirements and remain current on any changes.
  • Maintain compliance with Davis Beacon and Prevailing Wage laws and regulations.
  • Review and approve payroll calculations, adjustments, and off-cycle payments.
  • Oversee payroll tax filings and year-end processing including W-2s and 1099s.

Systems & Reporting

  • Oversee payroll systems (Paylocity) and coordinate system updates or integrations.
  • Generate payroll reports for Finance, HR, and executive leadership.
  • Support monthly, quarterly, and annual financial audits.
  • Ensure payroll data integrity and security.

Leadership & Collaboration

  • Supervise payroll staff and provide overall leadership for all direct reports, including training, performance management, and workload coordination.
  • Identify learning and development opportunities and resources for Payroll group.
  • Serve as the primary point of contact for payroll-related questions and issue resolution.
  • Ensure internal Payroll and HR policies are adhered to.
  • Ensure managers are trained and can effectively communicate payroll policies and procedures with employees.
  • Collaborate with HR on employee onboarding, benefits deductions, and compensation changes.
  • Partner with Director of Finance on audits, budgeting, accruals, and reconciliation of payroll accounts.
  • Always maintain the highest level of employee confidence and confidentiality.

Process Improvement

  • Identify opportunities to streamline payroll processes and enhance operational efficiencies.
  • Develop and maintain payroll policies, procedures, and documentation.
  • Implement best practices and support organizational initiatives that impact payroll.

Competencies:

Required

  • Experience with payroll software and HRIS systems, specifically Paylocity, perfeered.
  • Strong knowledge of payroll regulations and tax laws.
  • High attention to detail, accuracy, and confidentiality.
  • Analytical and problem-solving abilities

  • Communication and customer service skills
  • Ability to manage deadlines and prioritize tasks
  • Leadership and team development capabilities

Preferred

  • Supervisory or team lead experience.
  • Experience with Davis Beacon/Prevailing wage payroll, and garnishments.

Supervisory Responsibility:

  • This position is a supervisory role and the following roles report directly to the Payroll Manager:
    • Staff Accountant/Payroll Specialist

Work Environment:

This job operates primarily in an office setting with the balance of the time split between visiting various branches/warehouses and attending meetings. This position requires the use of standard office equipment such as computers, internet, smart phones, and photocopiers.

Physical Demands:

While performing the duties of this job, the employee is required to have:

  • the ability to stand, walk for moderately long distances, stoop, kneel, crouch, and manipulate (lift, carry, move) weight up to 20lbs
  • Ability to use a keyboard and type proficiently
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus

Travel:

Some overnight travel is required, and the employee can reasonably expect on average 5% overnight travel to meet the demands of the position. Should travel be required a valid driver's license with a clean driving record is required for this position.

Clearances and Certifications:

  • U.S. Citizenship or U.S. Permanent Resident status required.
  • Background check is required.
  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) preferred.
  • Clean credit history.

Education and Experience:

• Bachelor’s degree in Accounting, Finance, Human Resources, or a related field (or equivalent experience).

• Minimum of 5 years of payroll experience, including multi-state payroll.

• At least 3 years of payroll management experience required.
